Space Systems Sector designs, develops, manufactures, and integrates spacecraft systems, subsystems, sensors, payloads, and ground systems to deliver mission capability to national security, science and environmental, communications, on-orbit servicing, and human-rated space systems for earth orbit and deep-space exploration missions.
Northrop Grumman Space Systems Business Development is seeking a full-time experienced **Manager Capture Management 3** to join our **Sector** **Proposal Operations** team of qualified diverse individuals. This position is located in Dulles, VA and leads the Sector Proposal Operations staff located in Dulles. The selected candidate must be able to work on site and travel up to 25%.
As a leader on the Sector Proposal Operations Team, you will be assigned to Proposal Management roles on opportunities across the sector, including top Sector Priority Wins and other major competitive pursuits. You will partner with the capture team and apply proven proposal planning and execution strategies and processes to lead teams to develop successful, compliant, compelling, and on time proposal submissions that effectively represent the capture strategy, substantiate strengths, and mitigate weaknesses.
You will demonstrate a broad skill set that is balanced across leadership, collaboration, innovation, communication, project management, risk management, and capture and proposal-based capabilities. Responsibilities include, but are not limited to:
+ Hire, onboard, train, manage, and develop Sector Proposal Operations staff located in Dulles.
+ Coordinate with Sector Proposal Operations Director on staffing assignments and priorities.
+ Coordinate with Dulles-based Capture Managers to plan for upcoming proposals.
+ Manage capture and proposal team usage of the Dulles Proposal Center and coordinate with Dulles Facilities, IT, and Security to resolve issues as they arise.
+ Collaborate with the Capture Manager and core team on proposal execution approach, team staffing, and roles and responsibilities.
+ Train and coach proposal team members on roles and responsibilities and best practices for proposal execution.
+ ·Develop efficient and effective proposal execution plans in response to complex, competitive solicitations from U.S. Government customers.
+ Lead collaborative, engaged teams to develop, review, and submit proposals that effectively represent our strategy and baseline while eliminating non-compliances and limiting weaknesses.
+ Ensure adherence to schedule, and continually manage risk to address volatility in proposal requirements, deadlines, and our offering
**Basic Qualifications**
+ Bachelor’s degree with 10 years of experience working on competitive proposals for USG customers in a Proposal Manager role.
+ Proposal Manager experience leading competitive proposals of $500M in value or greater.
+ Demonstrated experience supporting capture activities for a priority win pursuit prior to the start of proposal planning. Experience managing direct reports.
+ Experience training, leading, and directing activities of team members through execution of a formal proposal process.
+ · Knowledge and understanding of the U.S. Government’s competitive acquisition process including federal procurement regulations (FAR/DFAR).
+ Active TS/SCI security clearance (at the time of application)
**Preferred Qualifications**
+ 15+ years of experience working on competitive proposals for U.S. Government customers in a Proposal Manager role.
+ Proposal Manager experience leading competitive proposals of $1B in value or greater.
+ Experience with U.S. space systems related customers and proposals.

**Salary Range:** $180,600 - $271,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
